Can "bare-foot" running help fix many problems that runners have?

I heard that most runners wear shoes that have excessive cushioning and support to the point where the shoe "does the running for them". I also heard that barefoot running or using a minimalist running shoe can help fix your stride and strengthen muscles that would otherwise be left weak by wearing normal running shoes. Is this true? And could it help cure/prevent things like shinsplints?
