Loss of impulsiveness/confidence?

my horse if perfectly capable of jumping up to 4ft, yet i can't even get her to canter with out a whip? and when we are jumping she seems very un-confident, she'll go right up to it and add extra strides, its just anyoing because shes so slow and i have to whip her so much i feel horrible! any ideas? xx
